I cannot find any other information on this figure, but this just showed up on eBay here . I am not sure how many of these exist or how they were distributed. If you know, please comment below.

They were available today at the Lego Live NYC event. They were handing them out at the exit.
I found out a lot about this minifigure. It was given out at a convention. Around 10,000 were made. Here’s a link to ebay for the minifigure:
