I just read over at promobricks that they received a copy of the Red Armed c-3po in their German Star Wars Goodie Bag.  Us in the US are going to have to still wait on eBay for now.   You can see what else he received in the bag here or by clicking on the image.

I was able to find  my red arm on ebay here.
