This was just posted over on LEGO.com and it appears that LEGO and ToysRUS were planning to release a Geoffrey BrickHeadz before ToysRUS went under in the USA and many other countries.  Now, the future is not certain, but since LEGO just posted these instructions here, I am assuming that ToysRUS in Canada and a few other countries where ToysRUs are still open.
