I though that this was an interesting item. This was released several years ago in 2008 when the video game was released. I have only seen a few of these and they are pretty rare.
It looks like it came with three keychains. Penguin, Mr Freeze and Two Face. This particular one is for sale by this eBay user here.

You can see this item for sale on eBay here. I actually just found a second one of these as well with different minifigures. Interesting? I wonder if the figures were just random?
