I cannot tell if the figures are exclusive, but typically these are not. However, the sets usaully are unique! I also think that this may be the first Mini Build of a Y-Wing that I have seen.

The Y-Wing pilot is a unique LEGO SW Minifigure. There is no Rebel pilot with this helmet, black hands and open mouth. There is one figure with this torso print (I cannot see the legs) and black hands but it does not have the same face print (X-Wing pilot from set 9677).
Wow. That is new for an activity book I think!
