LEGO 2009 Exclusive Fan Weekend Minifigure.  Found this here on eBay 

Here is the description from the seller.  I did not know all of this and I have not verified it.  Please let me know if you have any further insight.

The 2009 LEGO Fan Weekend event was an official LEGO event that was held by The LEGO Group in Skaerbaek, Denmark.
The Fan Weekend event ran for just one weekend in September of 2009.
This minifigure was only obtainable, during that weekend in 2009, if your LEGO creation had impressed The LEGO Group so much that they’d nominate your creation and award you with this minifigure.
This was the first time LEGO issued an official LEGO Fan Weekend minifigure, and it was the only time when this minifigure was available, exclusively to nominees at the LEGO Fan Weekend in 2009.
*Even if you had attended the event and contributed, your creation still may not have been nominated, making this minifigure incredibly hard to find.*

It looks like this set is being given out at the second Shanghai Store Grand Opening.  I am not sure of the details, but it appears that 5000 copies were made.  I just learned of this when I found this post over on eBay here.

A new Lego store was opened in the People’s Square of Shanghai China on Sept 27, 2018.  It looks like a few bricks and promo items were created for the store.  I found these over here on eBay

Rumor has it that this is limited 10000 copies.
