Just received an email on this.  It looks like you can get this guy for free with purchase in the US as an Easter Celebration from March 12th to March 13th.  See here for shop.lego.com.  It looks like it can be any purchase from what I am reading.

It looks like Lego just released the results for the second project review of 2015 and I think that you will like both of them.    They look awesome.

Just saw one of these over on eBay.  I have not personally seen one of these before, so I thought I would post it.  This is from 2013.    See it here.  The one for sale is number 219.  Kind of funny.

Here it is on Bricklink, but they have not had any of these for sale in the past 6 months.

For those of you that do not know, these figures are usually fairly standard parts with special back printing as you can see in the middle figure.  This makes these figures pretty rare.  In fact, this particular set has not even been inventoried over on Bricklink so these are new figures that need to be added if anyone has the set!
